Winner - Jersey Marine Spatial Plan entered by Fiona Fyfe Associates and Government of Jersey

Open sea and offshore reefs cover 95% of Jersey’s territory, and are fundamental to the Island’s identity, culture, economy and connectivity. Coast and sea are used for work and leisure, forming an ever-changing backdrop to islanders’ lives. Below the surface a hidden world of underwater habitats supports a wealth of marine life and rich archaeological legacy.
The vitality of Jersey is intrinsically linked to the health of its seas, but the marine environment is under pressure, including from climate change and human activities. The Jersey Marine Spatial Plan facilitates co-ordinated management of Jersey’s coasts and seas, enabling them to thrive.

The judges said:

"In selecting this entry to win this award, the Judges felt that this was a very well crafted submission, with an excellent balance of aspiration, practical application and evidence of cross-transferability and innovation. The wide ranging scope of the study, inter-relationship with International objectives and links to the Island Bridging Plan is impressive. Unanimous political support and evidence of exemplary recognition from well respected organisations cannot be overlooked, neither can its relevance and inspiration in the formation of plans in Scotland and the Red Sea. Judges consider it a worthy winner of the category as an “excellent” and innovative example of evidenced based and collaborative plan making."

 

Commended - Liveable Water Lane Supplementary Planning Document: Development Framework And Design Code
Entered by Exeter City Council and LDA Design

The Liveable Water Lane SPD has been prepared by Exeter City Council and LDA Design to shape and drive forwards the redevelopment of a key strategic brownfield redevelopment area in the city, to create a high-quality, low-car new neighbourhood that is well-served by community, cultural, recreational and sustainable travel facilities and employment and which reflects the site’s rich industrial and water-related heritage. Informed by extensive community and stakeholder engagement and technical work, the SPD provides a development framework and design code that comprehensively address complex site constraints and support the delivery of co-ordinated and exemplar redevelopment and placemaking.

The judges said:
"In selecting this entry for a commendation, the Judges felt that the plans focus on a clearly challenging brownfield site in a built-up part of the City has clear parrallels with many such sites that lie vacant in towns and cities across the region. It is testament to the plans success that it has overcome these challenges to enable development of high quality and energy efficient homes to come forward through subsequent planning applications. Judges felt that this was a submission where the role of planners was clear to see and fundamental to the overall success of the document."

Shortlisted - Chippenham Neighbourhood Plan entered by Chippenham Town Council

Over 5 years in the making, and with significant community input, the Chippenham Neighbourhood Plan pushes the boundaries of what is possible to achieve in plan-making for a large town using the neighbourhood planning process. Recognising the considerable development pressures facing the town, the Plan’s ambitious and viability-tested policies raise the bar on future development being net zero carbon, wildlife friendly, accessible via active travel and of the highest quality design - balancing new development with the community’s desire to protect and enhance the town’s green corridors and spaces, historic environment and access to the surrounding countryside.

The judges said:

"The judges were impressed with the high level of evidence underpinning the plan with some that may go beyond the expectation of neighbourhood planning such as the Future Energy Landscape Report, Shopfront Design Guide and policy Viability Testing. The plan has a clear focus on the implementation of its policies with active monitoring right from adoption. There was a strong role of planners clearly evident and a committed approach to meaningful community and stakeholder engagement."
