Greater Cambridge Shared Planning Service
Greater Cambridge Shared Planning, the planning authority for Cambridge City Council and South Cambridgeshire District Council, handles over 7,000 applications annually. The team prioritises innovation and strives to implement improved approaches to planning, recently achieving ISO9001:2015 accreditation. GCSP provides a sustainable and inclusive service, enhancing digital experiences and community engagement including through the Youth Engagement Service. GCSP also nurtures talent through apprenticeships, internships and career opportunities. Greater Cambridge is at the forefront of national focus and GCSP is excited to be involved in a range of strategic projects of regional significance, whilst leading in shaping local and regional development.
Judges‘ comment: “The judges commended the Greater Cambridge Shared Planning Service for its commitment to progress and development, particularly noting the success of its structured Apprenticeship Programme, which has effectively transitioned many apprentices into permanent roles. They found the entry impressive, highlighting strong evidence of professional practices, team organisation, customer satisfaction, and community engagement. While recognising the unique economic conditions in Cambridge, the judges affirmed that a high level of performance is expected from the Greater Cambridge Shared Planning Service”.

South Norfolk and Broadland Councils
South Norfolk and Broadland Councils have one officer team serving two Councils, coming together in 2019. The Planning team are recognised as leaders and innovators across the county and are at the forefront of finding solutions to mitigate the impacts of nutrient neutrality and water recycling centre capacity issues, keeping the economic heart of Norfolk beating. The adoption of the Greater Norwich Local Plan is a key success, working across 3 LPA boundaries to deliver an innovative, proactive and environmentally leading plan. Priding themselves on nurturing talent and have been hugely successful with apprentices and internal promotions.
Judges‘ comment: “The judges praised the Development Management team's successful collaboration between South Norfolk and Broadland Councils, noting their unified service approach. They highlighted the proactive use of Local Development Orders and engagement with landowners to create new employment space. The establishment of joint working structures between Planning and Economic Growth teams was also commended. The submission's insights into the Greater Norwich Local Plan, Neighbourhood Plans, and wastewater capacity issues were recognised, showcasing the team's professionalism and effectiveness”.
