In August 2020, the Government published a White Paper and consultation on proposals to reform the English planning system. We also saw simultaneous proposals for reform to data on land control, as well as changes to the standard method for assessing local housing need. Since then:

  • There have been significant extensions to Permitted Development Rights and the introduction of a new Class E to the Use Classes Order
  • The National Planning Policy Framework has been revised
  • Temporary Coronavirus regulations providing local authorities in England with the powers to hold public meetings including planning committees virtually expired on 7 May 2021

The Government department responsible for Planning has also been renamed the Department for Levelling Up, Housing and Communities and a new Secretary of State.

With the Levelling Up White Paper published in February and further planning reform seemingly pencilled in, there could be further changes to planning legislation.
