Why do some Neighbourhood Plan Groups struggle to produce a Plan?

Annual monitoring of Neighbourhood Plan making in the North West of England by Planning Aid volunteers over several years shows that many groups here are making slow progress.  Around 60 groups designated at least four years ago have not yet reached the Regulation 14, draft Plan stage of preparation. 

In this webinar we will discuss why this might be the case, hear about examples from the North West and examine whether our story is typical of England as a whole.  We also hope to be able to share findings from MHCLG’s commissioned research on Neighbourhood Plan making which has recently been completed by Reading University and which is scheduled for publication in the autumn.
