Previous rounds of planning reform have limited the ability of the profession to plan holistically and encompass wider strategic economic, social and environmental matters.

For example, from a combination of a lack of national prioritisation and under resourcing, local authorities struggle to set high standards for design, energy efficiency and renewable energy, and engage in proactive plan-making with infrastructure and service providers. This leads to uncertainty in responding to the climate emergency and other national challenges.  

As a consequence, most areas of the country fail to develop the essential integrated strategic spatial plans for their regions in order that national and international emergencies can be confronted.
