Joe is founder and Director of Highlight Planning, an award-winning independent consultancy recognised as RTPI Cymru Small Planning Consultancy of the Year 2025. 

Passionate about the role of planning in delivering sustainable, inclusive places, Joe works with major developers, SMEs, and community groups alike - from securing permissions for large residential developments to supporting grassroots sports clubs and charities on a pro bono basis.
