Engage and empower local communities with the devolution agenda through a plan-led system

Clause 58 sets out a requirement for local government to establish new neighbourhood governance structures. Guidance accompanying the Bill states that these structures intend to bring communities closer to decision-making. We believe that these structures can be strengthened to encourage communities to build visions and strategies for the long-term development of their areas by engaging more with the planning system, and moving beyond a primary focus on public service delivery. 

Following the 2025 Spring Statement, the Government confirmed that funding to support the preparation of neighbourhood plans would be discontinued after March 2025. Given the removal of funding, the Government should take this opportunity within the Bill to better frontload community engagement in a plan-led system.

The proposed introduction of the new neighbourhood governance structures in the Devolution Bill is intended to “move decision-making closer to residents, so decisions are made by people who understand local needs”.  Regulations need to make a clear legislative link between neighbourhood governance structures and the preparation and implementation of local plans, spatial development strategies and other planning frameworks. This will be a progressive step towards bringing decision-making closer to residents and ensuring communities are utilising the planning system effectively.

Clause 60, page 61, line 27, at end insert- 

“(2A) Regulations under subsection (2) must include provision to ensure that appropriate governance arrangements for a neighbourhood area are related to the preparation and implementation of— 

(a) local plans; and 

(b) spatial development strategies and other strategic planning frameworks.”

This amendment would require regulations made under subsection (2) to include provision for a clear link between neighbourhood governance structures and the preparation and implementation of local plans, spatial development strategies and other relevant strategic planning frameworks.
