Department for Infrastructure (DfI). Chartered planners surveyed responded thatDfI, or a new drainage body within DfI, would be best placed to approve the design and construction of nature-basedSuDS proposals. This is because thistask needs a specialist body and specific skills, and DfI’sstatutory role and expertise on flood risk and management means that addingSuDS approvals would complement their existing regulatory functions.Planners were of the opinion thatNI Water would not have the capacity orexpertise to deal with the approvals process. Local Councils are already short-staffed and having the approvals process left to the local level would not ensure consistency across Northern Ireland. Therefore,having DfI responsible for the approvals process will give the best opportunity for consistency.

Q6. Which organisation should be responsible for the future maintenance of nature-based SuDS features in new housing developments? What is the reason for your choice?
Most planners surveyed responded that a new drainage body, under the auspices of DfI, should be responsible for future maintenance, as it will ensure a consistent and equitable standard. However, some planners responded that a homeowners management company should be responsible, funded by resident rates, as it might ensure greater accountability and a pride in place.
Q7. Who should pay for the future maintenance cost of nature-based SuDS features in new housing developments? What is the reason for your choice?
Department (DfI).It is likely that DfI needs to look at seeking a budget of some sorts - although this may come back to the old discussion around Water Charges in NI. Other funding streams might be from developer contributions via the planning system, or an increase in rates.
