Frances is a senior planning professional with over 10 years’ experience across local government in London and marine planning in Northern Ireland.  Frances holds an M.Sc in Environmental Planning from Queen’s University Belfast and a postgraduate diploma in GIS and remote sensing from Ulster University.  Frances has led work in planning enforcement, policy development, and marine spatial planning.
