Monmouthshire’s placemaking plans have emerged from close working with stakeholders and local communities in Abergavenny, Magor with Undy and Monmouth, to develop and empower local partnerships in shaping their town centres. The process brought together public sector resources and policy alignment with local knowledge and technical expertise from specialist consultants. Locally-led steering groups, stakeholder workshops, town walkabouts, community drop ins, window displays and digital engagement were at the heart of the 12 month process. This has provided strong foundations for future delivery, with quick wins already in place and the development of larger projects underway.
The judges said: "A strong and well rounded approach to placemaking and planning. Across all five sections there’s a clear emphasis on people, place and long-term outcomes, rather than ticking boxes or producing something generic. The plans do genuinely feel rooted in the realities of each town and shaped by those who know them best. The role of planners also comes through strongly, as leaders, collaborators and problem solvers who brought together policy, partners and communities to shape a shared vision and deliverable set of priorities. Community and stakeholder engagement really stands out.
"The variety and accessibility of engagement methods, supported by strong participation, demonstrates a real effort to involve people meaningfully. It is especially impressive that feedback didn’t just sit in the background but actively influenced the proposals and priorities. Inclusive planning is clearly well considered, with good attention paid to accessibility, wellbeing, social connection and access to opportunities. Climate action is also integrated effectively, with each town taking a tailored approach that links regeneration with adaptation, nature recovery and reducing emissions. Taken together, the Plans come across as thoughtful, people focused placemaking that is clear, coherent and grounded in local needs."
