Stuart is Chartered Town Planner and qualified Urban Designer.  As City Centre Programme Director for Plymouth City Council, he is working closely with partners in Government and Homes England to lead the preparation of a new City Living Framework and Masterplan for Plymouth city centre and waterfront. The work will pave the way for once in a generation transformation of the centre and delivery of new homes. Prior to this, Stuart has held the roles of Head of Development Management and Strategic Growth Manager with Plymouth, leading a full range of planning and building control services, plan making and growth area visions/ masterplans, urban regeneration strategies and placemaking programmes. Stuart has been involved in a number of Plymouths successful award submissions in the past few years and is keen to help the panel to drawn out and recognise planning excellence in the region. Originally from Birmingham, Stuart has held a number of posts in the Midlands and in New Zealand before relocating to the south west.
