Our Regional Management Board (RMB) guides our regional activities through the preparation, monitoring and delivery of the Regional Business Plan. The RMB is advised and supported by members of the Regional Activities Committee.
Reece Lemon is a Programme Delivery Officer at Thanet District Council, leading and delivering projects for housing regeneration programmes, including purchase and repair schemes and new build development, with a focus on brownfield development.
Reece was named the inaugural South East Young Planner of the Year in 2017, and a finalist for National Young Planner of the Year in 2018. He qualified as an Associate Member of the RTPI in 2017, and currently sits on the RTPI South East Regional Activities Committee. Reece also serves as the RTPI South East Equality, Diversity, and Inclusion Lead for 2022.
Outside of work, Reece is a keen linguist and author having published his first bilingual poetry anthology in 2021.
Will is a chartered member of the RTPI and a Advisor - Oxford Growth Commission at Oxford City Council, having joined in 2024. He was previously a Team Leader at Oxford City Council, prior to that he was Principal Major Applications Officer at South Oxfordshire and Vale of White Horse District Councils and was Senior Planner at Edgars Limited. Before relocating to the Southeast, Will has been involved in plan making in Yorkshire, where he was on the Regional Activities Committee for the RTPI Yorkshire region. He also volunteers for the RTPI on the Planning Aid England Committee and RTPI Volunteers Steering Committee. He holds a PhD in Localism, Neighbourhood Planning and Urban Governance and has also been a sole practitioner preparing neighbourhood plans with communities.
Having been in the industry for over a decade, Joe brings extensive technical and planning knowledge to Wates Developments. He joined Wates Developments from Metis Homes, where he secured strategic and immediate sites for promotion through the planning system. Before this, he initially worked with Fareham Borough Council on local plan work with a focus on housing before moving into consultancy and, finally, transitioning to the client side with major housebuilders, securing and promoting sites through the planning system.
Recent achievements include serving on the RTPI Policy Panel and Policy Committee for three years, helping shape the RTPI’s responses to national consultations affecting planning; being shortlisted for the RTPI South East Young Planner of the Year award in 2023; and featuring as part of the RTPI’s #PlanningYourWorld campaign.
Joney Ramirez-Soto (pronounced ‘Honey’) is a Chartered planner and an Principal Strategic Planner at Oxfordshire County Council . She is originally from Venezuela, where she obtained a town planning degree and worked as a planner for 3 years. In 2012 she moved to the UK and worked as a planning officer in policy and DM on different LPAs in London and the South East. She specialises in residential, commercial and leisure developments and enjoys spending time with her partner, her baby and her 2 dogs, as well as singing in a choir. She volunteers with Bookmark, a charity that helps children improve their reading abilities.
Stephen is a Chartered Fellow of the RTPI, Deputy Head of Profession for Defence Infrastructure Organisation and Fellow of the Winston Churchill Memorial Trust. With over 30 years of experience working across the UK, in the public and private sectors at National, Regional, County and District levels he is also a member of the RTPI South East Regional Activities Committee. His work for the MOD has involved projects as far afield as the Ascension Islands and Belize. He led the Town Planning work on the RTPI-SW & Sanctuary Award Winning Salisbury Plain Army Rebasing Plan, part of the largest relocation of British people since the Second World War He’s currently working on some major redevelopments to deliver thousands of houses and new technical accommodation through consolidations of sites used by UK and US Visiting Forces.
