Winner - Holt Town Neighbourhood Development Framework Plan, submitted by Deloitte LLP
Provision of Planning Consultancy services by Deloitte LLP and master planning by Studio Egret West in the delivery of the Holt Town Neighbourhood Development Framework. Through successful and innovative plan making, Holt Town is expected to be a highly sustainable residential-led regeneration area which facilitates the regeneration of brownfield land and form a connection between Manchester City Centre and the Etihad Campus regeneration area to the East of the City. Holt Town will be the next chapter of the wider regeneration initiative in Manchester.

The judges praised the Holt Town Neighbourhood Development Framework as an innovative and exemplary model of contemporary plan-making, recognising its strong evidence base, ambitious long-term vision, and clear social, economic and environmental outcomes. Particular commendation was given to the pioneering "Holt Town, Woodland Town" concept, the integration of climate resilience measures such as "Holt Town, Sponge Town", and the use of a bespoke digital consultation platform and Digital Twin to support meaningful public engagement.
They also highlighted the framework’s alignment with Manchester City Council’s strategic objectives, its deliverability, and its community-centred approach, noting that inclusivity and local needs were embedded throughout the planning process. Overall, the judges described the submission as a comprehensive, impactful and replicable model for neighbourhood planning, with the potential to inspire similar regeneration initiatives across the country.
Commended - Higham Whole Estate Plan, submitted by Lake District National Park Authority and Crosby Granger Architects
The Higham Whole Estate Plan provides an innovative example of landscape-scale planning within a protected National Park and World Heritage Site. Prepared collaboratively by the Lake District National Park Authority and Crosby Granger Architects, the Plan establishes a long-term spatial strategy for a 1,170-acre rural Estate. Through analysis of land-use, heritage assets, biodiversity and rural economics, the WEP identifies opportunities for sustainable diversification, nature recovery and community benefit. Its action plan sets out measurable projects including heritage reuse, visitor infrastructure, woodland enhancement and active travel connections. The Plan demonstrates how strategic planning can support resilient rural communities while safeguarding landscapes.
