Uttlesford District Council’s planning team was commended for delivering an impressive and sustained transformation in a remarkably short period.

Following formal designation for underperformance in 2022 and the threat of Local Plan intervention in 2023, the team stabilised staffing, strengthened its policy framework and dramatically improved the quality and speed of decision making, with appeal losses and committee overturns falling sharply. They now deliver high-quality, sustainable development, including major permissions such as the London Stansted Airport expansion, and in 2025 successfully achieved de-designation while delivering a robust, climate-led Local Plan.

Their willingness to share learning and provide sector leadership demonstrates a team that has not only rebuilt itself but is now helping to raise standards across the wider profession.
