Young Planner of the Year: Winner – Clementyne Murphy-Nelson

Clementyne Murphy-Nelson is an accomplished and versatile planner working for Blaby District Council, with significant application caseload experience and an impressive record of delivering major and nationally significant projects, including being the lead officer on the Council’s first Nationally Strategic Infrastructure Project with the Hinckley National Rail Freight Interchange.

Clem’s began her career at Blaby in 2018 and has risen swiftly to role of Development Services Team Leader, starting this role in December 2025. She demonstrates confidence, adaptability and excellent case management and is now a trusted and well-respected Team Leader within the Planning Department management team.

Clem plays an active role in Planning Committee, delivers training for colleagues and Members, and champions cross-sector collaboration to improve placemaking and achieve better outcomes for local communities. She also mentors colleagues, offers clear and reliable advice to Members and the public and actively supports consistency and achieving a high quality of service.

Her passion for planning has seen Clem return to Birmingham City University to deliver talks and presentations to students that are now on the planning course that she studied. Clem has also been recently awarded a place on the District Council Networks Staff Development Programme for 2026 to extend her skillset and gain the skills needed to navigate the changing landscape of local government and further develop as an effective local authority leader.

This passion is complemented by Clem’s drive to improve places and have a positive impact of her local authority area, which taken together with her desire to motivate colleagues, all exemplify her dedication to public service and the art of planning.
