‘The Future of Public Participation in Planning’ – panel discussion

2023 marks 50 years of Planning Aid - a service which began in London, set up by the TCPA and local RTPI members, and which now operates across Britain via Planning Aid England, Planning Aid for London, PAS (Planning Aid Scotland), and Planning Aid Wales.

This significant milestone provides a timely opportunity to not only celebrate the history of Planning Aid but also to consider 'what next?' regard to how people access and engage in the planning system.  With that in mind, Planning Aid England with Planning Aid for London are holding a panel discussion on Thursday 7th September 4:30-6.00pm to consider ‘The future of Public Participation in Planning’ (focussing on the planning system in England).  This topic will be explored through a number of interrelated themes such as the role of education, what constitutes meaningful engagement, the implications of planning reform and the impact of digital technologies. 

Panellists include:

  • Sue Manns MBE FRTPI FRSA was President of the Royal Town Planning Institute in 2020 and is a Fellow of the Institute. She has worked in the public and private sectors, in academia and was National Planner for Planning Aid England from 2009 – 2011. Sue specialises in best practice advice on planning and community engagement and is passionate about equality, diversity and inclusivity, both within the profession and in the way in which planners engage with the community. Sue was awarded a MBE for services to planning in the 2022 New Year’s Honours List.
  • Abbie Miladinovic is a planning officer in the Joint Growth Unit at Chesterfield Borough Council where she provides planning advice on capital projects and master plan areas.  She previously worked at Leeds City Council in the Policy and Plans Group with a focus on neighbourhood planning in inner-city and urban areas and planning policy. Abbie was Yorkshire Young Planner of the Year in 2021 and currently Shadow Vice Chair of the RTPI East Midlands Young Planners Committee.
  • Hashi Mohamed is a barrister at Landmark Chambers specialising in planning and environment law as well as a broadcaster and author of two books People Like Us (BBC Radio 4 Book of the Week) and A Home of One’s Own.  For further details on Hashi’s work see: https://www.hashimohamed.com/
  • Denean Rowe is a project manager at the TCPA with responsibility for Planning Aid for London. She has a background in community development and was previously the Development Manager for Centre for London.   

Chair:

  • Kelvin MacDonald FAcSS FRTPI CIHCM FRSA, is a Senior Departmental Fellow at the Department of Land Economy, Cambridge and is the specialist adviser on planning to Select Committees in both the House of Lords and Commons. He started working at the Assistant Director of the TCPA just six years after it had launched planning aid and 20 years ago worked as a Director at the RTPI responsible, amongst other things, for Planning Aid England whilst it received significant central Government funding.
