The RTPI East of England Judging Panel said:

We think that Carrowbreck Meadow, a small development of 14 Passivhaus homes in Hellesdon, Norfolk, is a very worthy winner of this year's RTPI East of England Award for Planning Excellence.  The project had many planning challenges to overcome and has successfully delivered something that is different and sets new benchmarks for sustainable development.  The scheme is an excellent example to show how planning consultants, planning authorities and public landowners can work effectively together to help achieve the Government's objective to provide more development on public land.  Congratulations!

Richard Smith, NPS Group on behalf of Broadland Growth Ltd., replied:  'Winning such a prestigious award is a huge honour for NPS Group working on behalf of Broadland Growth Ltd. The award is testimony to the excellent teamwork and vision of our planning team working alongside Hamson Barron Smith to deliver an innovative mixed tenure housing scheme on publicly owned land that delivers excellence in housing'
