"Carrowbreck Meadow" entered by NPS Group on behalf of Broadland Growth Ltd.

The scheme involved the construction of 14 Passivhaus dwellings including six affordable housing units and creation of a community woodland on publicly owned land in the former grounds of Carrowbreck House, Hellesdon in Norwich.

The project required NPS to work closely with Broadland District Council as landowner on behalf of Broadland Growth Limited, the development company arm of the Council.

The development of the site for housing was not straight forward as it was located outside the defined settlement limit for Hellesdon and heavily constrained by trees.  The project had to be sensitively managed to overcome several planning challenges associated with trees, ground conditions, open space requirements, affordable housing, refuse and servicing, archaeology, highways and viability issues to ensure the scheme could be delivered within a very tight timescale, avoiding the need for onerous pre-commencement planning conditions, and within the cost estimates.

The project clearly identifies how the development of publicly owned land can benefit from collaborative working, understanding local and political sensitivities, to deliver high quality housing. The scheme is a good example to show how, planning consultants, public landowners and planning authorities can work effectively to help achieve the Government's objective to provide more development on public land.
