The City of Edinburgh Council - Planning Performance Network 2019
The judges were impressed by the entry from The City of Edinburgh Council as a holistic project that focussed on promoting greater awareness of how the planning system works and the challenges for planners across the whole city of Edinburgh. By providing training for officers, elected members and community councils the Planning Policy network encompasses the whole community. The initiative not only provides CPD for planners in Edinburgh but also jointly with neighbouring authorities and colleagues from related disciplines. They also delivered training to elected members including a mock public enquiry and ran interactive workshops with community councillors. These sessions have had an impact on elected members' understanding of the role planners play and have improved community councillors' understanding and perceptions of the planning system.
Central Bedfordshire Council - The Planning Academy
The judges were impressed by this multidisciplinary approach to enhance recruitment and build resilience within Planning. Central Bedfordshire's vision is to develop their own skilled planning professionals along with trainees in other skilled shortage areas such as Flood Risk, Development Management, Highways and Building Control. The Academy has dedicated resources to manage and train recruits, a programme of regular training events, skills and training and includes not only planning and related topics but wider skills such as customer service, member awareness and mentoring. The judges were impressed by the 'grow their own' approach and that the initiative went beyond Planning to other disciplines. They felt that the scheme was an innovative approach to address the challenges of public sector recruitment and retention.

Savills UK Ltd - Graduate Training Programme
Savills were rewarded for their redeveloped Graduate Scheme with the judging panel stating that; "It has a clear approach to graduate development and recruits graduates based on potential rather than just academic success." The Savills Graduate Scheme has a 100% APC pass rate and gives graduates a mix of technical and professional skills.
Terence O'Rourke's 'Sharing Know-How" seminars enable interdisciplinary learning and 'Technical Know-How' seminars to update planning staff. Opportunities are provided for both junior and senior staff to develop their knowledge.
Optimis Consulting introduced a graduate programme tailored to the individuals' interests and needs. The scheme provides a route into the profession for career changers and aims to recruit by potential by interviewing all candidates twice.
