The RTPI Ireland Annual Law Lecture will be given by Eamon Galligan SC and Eamonn Kelly MRTPI.

Eamon Galligan will discuss Current Issues in Planning Law. He is a Senior Counsel specialising in planning and environmental law, judicial review, compulsory purchase, local government and constitutional law.  He holds a Masters in Regional and Urban Planning from UCD.  Eamon is the author of Irish Planning Law and Procedure (Roundhall/Sweet & Maxwell), the Editor of the Irish Planning and Environmental Law Journal, and is joint author (with Michael McGrath, Senior Counsel) of Compulsory Purchase and Compensation in Ireland: Law and Practice (Bloomsbury, 2013).

Eamonn Kelly will discuss The 2018 EIA (Planning and Development) Regulations. He is a Chartered Town Planner and qualified Solicitor with extensive professional planning experience in both the public and private planning sectors in Ireland. Having been a Senior Planning Adviser in the Forward Planning Section of the Department of Housing, Planning and Local Government for a number of years, he was appointed Principal Officer for Environmental Planning Policy in this Department in 2018. Eamonn is Ireland's representative on the European Commission's Group of EIA/ SEA National Experts.
