1. Joint Planning making in the South West and Spatial Development Strategies in England, with particular reference to the West of England
James Stevens – Director for Cities, Home Builders Federation Director for Cities
James has been with the HBF for ten years. James is a chartered Town Planner and is now the HBF’s Director for Cities – a newly created role to help the industry engage with the newly created Metro Mayors and Combined Authorities. James was previously the HBF’s Strategic Planner with responsibility primarily for London and the wider South East, but he also has extensive Local Plans and policy experience from all over England. James graduated from London South Bank University in 2007 with an MA distinction in Town Planning and was awarded RTPI student of his year.
2. The Rosewell Review and Changes to Public Inquiries
Peter Goatley – Barrister at No 5 Chambers
Peter was called to the Bar in 1992 having previously been a partner in a medium-sized commercial solicitors' practice. He acts for a wide range of clients, including developers, retailers, construction companies, community groups, house builders, local authorities and government agencies. He specialises in planning and environmental work and has significant expertise in both public inquiries and High Court litigation, including judicial review and statutory challenges. He is joint head of the Planning Group at No 5 Chambers and is a regular contributor to its conference and seminar programme. He also provides in-house training on planning and environmental matters to planning consultancies, solicitors, local authorities and professional bodies.
3. The 2019 Framework and impacts upon evidence base preparation including 5 year housing land supply
Alex Roberts – Director at DLP Planning’s Strategic Planning and Research Unit (SPRU)
Alex specialises in plan making, strategic planning and evidence base production. He has a comprehensive experience in the development and critical assessment of planning policy, Local Plans, strategies and robust evidence base for Local Authorities, together with the presentation and scrutiny of evidence at examinations and appeals for private sector clients. Prior to joining DLP Planning in 2015, Alex worked for a number of local authorities, culminating as Planning Policy Manager at Tamworth Borough Council. Alex was responsible for the production of the Tamworth Local Plan and played a significant role in the delivery of five development plan documents in West Yorkshire.
