PQT ’19: ‘Public participation in planning: localism, legitimacy and logic 50 years after Skeffington’

This year’s Planning Question time (PQT) will focus on the long running issue of public participation in planning. We mark 50 years since the  publication of the Skeffington report on people and planning in 2019 and the  roundtable will respond to questions about efforts to engage, how these have worked out and why it is important.

The Panel includes:

  • Dr Matt Wargent, University of Reading
  • Kat Salter, University of Birmingham
  • Jenny Nell, Winchester City Council


Do come prepared with questions for the  panel about how to manage and  improve public inputs to planning. Including early discussions, local plan inputs, neighbourhood planning, representations over specific developments and  wider questions over education and  empowering different voices.
