The Planning (Scotland) Bill was introduced to Parliament on 4 December 2017. The Bill is central to a package of measures that Government believes are essential to strengthen the planning system's contribution to inclusive growth and empowering communities. The Bill represents a milestone in the ‘root and branch’ reform of the planning system announced by First Minister Nicola Sturgeon in 2015 and sets a high level framework for future Parliamentary scrutiny and secondary legislation and guidance.
The reception of the Bill amongst our colleagues across the built environment sector has however, been mixed, with both RTPI Scotland, PAS and RICS Scotland questioning if the measures are bold enough to enable the Scottish Planning System to stand out as a world leader. Following from this, the RTPI West of Scotland Chapter invites you to come along and discuss how the bill can contribute to an ongoing process of planning reform, guided by perspectives from both the immediate-past and incoming RTPI Scotland Convenors. Do you feel the Bill and following legislation will allow Planning in Scotland to achieve its full potential?
Leading the discussion will be:
- Stefano Smith FRTPI: Director of Planning at Peter Brett Associates and Immediate Past Convenor of the RTPI in Scotland.
- Fraser Carlin MRTPI: Head of Planning & Housing at Renfrewshire Council and Convenor of the RTPI in Scotland for 2018.

We have received interest in the positions of Convenor, Vice Convenor, Treasurer and Secretary, and are open to interest in the roles of Communications Convenor and Events Co-ordinator.
