Garrett Simons

Garrett Simons is a Senior Counsel specialising in public law, with a particular interest in environmental, planning and property disputes. He is the author of Planning and Development Law" (Thomson Round Hall, 2007) and has argued a number of significant cases before the Court of Justice of the European Union.  Garrett has lectured in both the King's Inns, Dublin and Trinity College, Dublin.  Prior to commencing practice at the bar, he worked as judicial research assistant for the High Court and Supreme Court.                       

Eamonn Kelly

Eamonn Kelly is a Chartered Town Planner and qualified Solicitor with extensive professional planning experience in both the public and private planning sectors in Ireland.  He is a Senior Planning Adviser in the Forward Planning Section of the Department of Housing, Planning and Local Government where he provides professional, technical, legislative and regulatory advice on planning matters.  Eamonn is Ireland's representative on the European Commission's Group of EIA/SEA National Experts.
