Capturing land value, especially the increased value created by planning permission, has long been central to planning debates, planning policy and planning practice, whether it has been through the means of unhypothecated national taxation. In the early postwar years or through planning obligations and CIL in more recent decades, with the latter being used for funding infrastructure and new affordable homes.
The event will provide an opportunity to hear about the latest research work on land value capture including matters related to the impact of obligations and CIL and the limits to what might be captured including issues on viability. It will also examine the developers' perspective, look at what we might learn from policy in the rest of Europe and also learn about the new approach being taken in Scotland. The forthcoming White Paper on Planning is expected to announce new policy on this subject for England so this seminar will be a timely opportunity to hear from and debate with colleagues working in this area.
