Consultation on Local Development Plans Process Review

The Welsh Government are making improvements to the Local Development Plan (LDP) process and have consulted on revisions to the current LDP guidance documents and secondary legislation. The consultation on the LDP Process Review can be found on the Welsh Government's website and RTPI Cymru's response can be downloaded here.

This consultation is separate to the ongoing Planning (Wales) Bill and does not cover primary legislative matters.

Consultation on Design in the Planning Process

The Planning (Wales) Bill proposes the removal of the mandatory requirement for Design and Access Statements from primary legislation. This consultation examines the work Welsh Government are currently undertaking in relation to design and seeks views on how to support existing policies on design and inclusive access without the need for Design and Access Statements. Frontloading the Development Management System

The new proposals aim to make the development management system (the planning application process) more effective and efficient by 'frontloading' – ensuring applicants are aware of any significant issues before submitting a planning application. Welsh Government also want views on how powers provided in the Planning (Wales) Bill and the Planning and Compulsory Purchase Act 2004 can help to improve service delivery from statutory consultees. Planning Committees, Delegation and Joint Planning Boards

The Welsh Government is proposing changes to the development management system through the Planning (Wales) Bill relating to planning committees, delegations and joint planning boards. They want views on their proposals on how a national scheme of delegation and national standard on committee size and make-up could be put into practice. Views are also sought on proposals in the Planning (Wales) Bill for joint planning boards and strategic planning panels. RTPI Cymru's response is available for download.

Review of Planning Application Fees

Welsh Government consider that if their vision for the development management system is to be realised they need to ensure local planning authorities have the necessary resources and use these in the most efficient and effective way. This consultation puts forward proposals for changes to the system of planning fees to help achieve this aim. RTPI Cymru's response is available to view here.

Draft Undertaking Gypsy and Traveller Accommodation Assessments Guidance

Local authorities are required to undertake Gypsy and Traveller accommodation assessments to ensure that needs are properly assessed and planned for. The draft guidance sets out the proposed process of assessing these needs.

Draft Designing Gypsy and Traveller Sites in Wales Guidance

The draft guidance seeks to assist local authorities to properly design Gypsy and Traveller sites.

The Review of Designated Landscapes in Wales

The Welsh Government commissioned an Independent Panel to conduct a review of designated landscapes in Wales (National Parks and Areas of Outstanding Natural Beauty). The first stage of its work will address the purposes of designated landscapes, and the merits of classifying Wales' designated landscapes under one type of designation. General Principles of the Planning (Wales) Bill

The National Assembly for Wales Environment and Sustainability Committee undertook a consultation on the general principles of the Planning (Wales) Bill. RTPI response to the general principles of the Planning (Wales) Bill.

Consultation on Draft Technical Advice Note (TAN)1: Joint Housing Land Availability Studies (JHLAS)

"The draft TAN supports policy on housing land supply set out in Chapter 9 of Planning Policy Wales. Joint Housing Land Availability Studies (JHLAS) are used to monitor the supply of housing land through the planning system. The draft TAN provides the guidance on how to undertake the studies. The aim of the review is to align the housing land supply and Local Development Plan monitoring processes. This review also forms part of the wider proposals to improve local delivery of the planning system, which are set out in the Positive Planning consultation paper." RTPI response to Draft TAN1

Consultation on improving the availability of allotments and community gardens

The White Paper seeks views on the vision set out and suggestions on how it could be further developed.
