Realising the potential of pre-application discussions

Discussions before planning applications can improve applications and help to deliver higher quality developments. The Welsh Government has produced draft practice guidance to help realise those benefits.

The need for the practice guide was identified in the Study to Examine the Planning Application Process in Wales. Recommendation 12 was to produce a best practice guide for the pre-application stage of the planning application process. The Welsh Government has accepted this recommendation and has produced this draft guidance, which they are now consulting on.

Details of the consultation are available from the Welsh Government's website. RTPI Cymru's response to the consultation can be viewed here

Review of Directions Requiring Planning Applications to be Referred to the Welsh Ministers

This consultation proposes changes to the existing system of directions. The current system requires local planning authorities to refer some planning applications to the Welsh Ministers before making a decision, if they intend to approve them. The Ministers may then decide to intervene by a call in or other direction, or allow the local planning authority to decide on the application.

The Assembly want to make a number of changes to the types of planning application that are required to be referred to the Welsh Ministers.
