Tool: Regeneration Strategy
The development of a strategy for a complete social, economic and environmental regeneration development package which embraces the principles of sustainable development and includes collaboration between the public, private and voluntary sectors.

In October 2009 Bridgend County Borough Council and Pencoed Town Council entered into a partnership agreement to develop a Regeneration Strategy and Action Plan for Pencoed. In January 2010, Hyder Consulting Ltd were appointed to develop the strategy.
Initial consultation was undertaken with a variety of groups and organisations which included: County Borough and Town Council Members; County Borough Council Officers; Pencoed PACT; Pencoed Secondary School; a ‘Just Ask’ Youth Event; Bridgend College; the Pencoed Welfare Hall Committee; Local Businesses and the Local Service Board (LSB).
Following this a long list of projects for the area was drawn up and evaluated against a set of objectives. This resulted in a list of 18 preferred projects under the headings of: Social and Community; Economic and Commercial; Environment; and Movement. Public consultation on the draft strategy was held for six weeks between October – December 2010. Bridgend County Borough Council adopted the Strategy on the 12th January 2011. The document is now Supplementary Planning Guidance (SPG) to the adopted Bridgend Unitary Development Plan under appropriate regeneration-based policies and is a material consideration in the determination of relevant planning applications.
A Project Board has now been established to monitor implementation of the projects and the Action Plan.
