The Eddington Report

Sir Rod Eddington was jointly commissioned by the Chancellor of the Exchequer and the Secretary of State for Transport to examine the long-term links between transport and the UK's economic productivity, growth and stability, within the context of the Government's broader commitment to sustainable development.

The study was announced in the 2005 budget and reported on 1 December 2006.

The study examined (amongst other issues) the way in which the planning system and particularly the policy and development approval processes for major infrastructure projects relates to transport policy and investment.  Sir Rod made key recommendations including:

  • the need for a significantly improved nation policy framework for transport development; and
  • the idea of an 'independent planning commission' to take decisions in a timely and consistent manner.

These key ideas were taken up by the Barker Review of Land Use Planning (Barker 2) and have now flowed forward into the development of the government's thinking about the 2007 Planning White Paper.
