6 Oct: Modernising Planning in Scotland: Members of the Dumfries and Galloway Chapter met on 6 October (2008) at Easterbrook Hall in Dumfries for a presentation on Modernising Planning in Scotland given by John McNairney, Head of Planning Modernisation in the Scottish Government’s Directorate of the Built Environment. John provided an excellent update on progress and a lively debate followed. Whilst opinions differed sharply on matters of detail there was general agreement on the need for streamlining, proportionality of approach, close involvement with key agencies, and inclusive approaches to sharing good practice. John confirmed that November will be a busy month: new Regulations on Development Planning laid before Parliament followed swiftly by Regulations on Enforcement and Development Management. Consultations on Permitted Development, planning fees, Processing Agreements and Good Neighbour Agreements are also expected by the end of November.
