RTPI WELCOMES GOVERNMENT CHANGES TO COMMUNITY INFRASTRUCTURE LEVY (CIL)

The RTPI has welcomed the Government’s announcement of the new Community Infrastructure Levy regulations, following a consultation in which the Institute pointed out flaws with the proposals – particularly an apparent lack of thought about how the new scheme would work in Wales, and a lack of time for transition. We are pleased that the Government has listened and has agreed with many of our recommendations.

Matt Thomson, Acting Director of Policy and Partnerships at the RTPI said:

‘We’re pleased the Government has listened to the sector’s concerns about the Community Infrastructure Levy, and issued revised regulations as promised. They have resolved many – but not all – of our own concerns.

This applies particularly to the application of CIL to Wales, about which we expressed concerns, and are pleased to see that steps have been taken to involve the Welsh Assembly Government in an attempt to resolve the issue.

The planning profession, local authorities and the development industry now need to get on with delivering the system to ensure that key infrastructure is provided to support much-needed economic growth, and this will be the true test of the new legislation.

The RTPI will now be assisting CLG in the preparation of the guidance needed to ensure that planning authorities are encouraged to move to using the new system and are confident in their ability to do so.'
