Update
To assist the design review panels then being established by local authorities (2009), the RTPI joined with CABE, RIBA and the Landscape Institute to offer guidance to promote consistently high standards for all panels. Funding changes that resulted in CABE becoming part of the Design Council are affecting the delivery of local design review. The way in which local support might be delivered in the future was the subject of the Bishop Review which has just been completed (October 2011); this publication will therefore be the subject of review and revision in the light of adopted changes.
 

The RTPI collaborated with the Commission for Architecture and Built Environment (CABE), the Royal Institute of British Architects (RIBA) and the Landscape Institute (LI) to prepare Design Review: Principles and Practice in 2009.

The publication provides authoritative advice for design review panels of all types to help them to operate in a consistent way, working to the 10 principles for good design review. Design review is a tried and tested method of promoting good design and is a cost-effective and efficient way to improve quality. Panels operate across England at national, regional and local level and help councillors, planners, clients and designers to improve design quality and better meet the needs of their communities and customers.

Design review can play a vital role in helping local authorities meet their statutory duty under the Planning Act 2008 ‘to have regard to the desirability of achieving good design’. Well-managed design review panels can help to achieve high standards. Design review enables planners to access high-quality, independent advice from a range of design professionals. It will help applicants and local authorities to both promote good design and filter out poor design.

This publication is therefore the joint advice of CABE, as the government’s statutory advisor on architecture, urban design and public space, and the professional bodies that set standards of practice for the majority of panel members and for the professionals who act on the recommendations of the panels.
