Promote behavioural change

The RTPI will promote understanding of how effective spatial planning helps meet carbon budgets and targets through managing demand for finite natural resources and energy usage. This means supporting individuals, organisations and communities to change their behaviour to:

  • reduce the overall demand for energy and particularly for carbon consuming travel
  • shift increasingly to the use of renewable energy
  • reduce the consumption of natural resources

We will work with governments and other partners to devise means of assessing and fairly sharing carbon budget costs to help reduce carbon footprints through national targets and policies. We will also help do this through the implementation and monitoring of local plans
and policies.

We will support spatial planners’ contribution to behavioural change as they identify more sustainable futures through effective community engagement in plan making and development management, as well as through our Planning Aid and other community-based work. 

Action plan summary

Phase 1: Project scoping / liaison with partners

  • Form project management group
  • Identify sources of and approaches to carbon/energy objectives targets relevant to plan making and development management
  • Identify initial portfolio of techniques and tools from GA consultation response
  • Characterise by function (plan making/development management)
  • Discuss scope with CLG/DECC/Nations governments and relevant agencies

Phase 2: Identify key issues - frame brief and research questions

  • Develop research brief
  • Examine delivery options/costs
  • Identify key research targets – sourcing techniques and tools and means of evaluation

Phase 3: Project development / liaison with partners

  • Develop funding relationships
  • Develop knowledge relationships

Phase 4: Project inception

  • Finalise brief
  • Appoint delivery body/partnership

Phase 5: Project delivery

  • Delivery body in partnership with PPPC project management group
  • Carry out formal call for evidence (including use of Networks)
  • Develop and test evaluation criteria
  • Document plan making techniques and tools
  • Document development management techniques and tools

Phase 6: Road testing

  • Present draft recommended evaluation criteria, techniques and tools – seek stakeholder and partner views
  • Canvass draft recommendations with members focus groups – seek views
  • Refine and finalise recommendations with project management group

Phase 7: Launch/publication/dissemination/campaign

  • This will take place through Commitment 6

Phase 8: Monitor/review

Outcomes

1. Working with governments to identify and promote key carbon/energy objectives and targets that are amenable to planning solutions

2. Using research to identify and evaluate techniques (policies within plans and other actions including effective community engagement) that can achieve positive behavioural change

3. Using research to identify or develop and evaluate carbon and energy proofing tools to be applied to plan-making and development management decision-making

4. Promoting the uptake and development of high net effect techniques and tools via Commitment 6.
