Strategic planning in the North West

A roundtable discussion on patterns of housing, employment and infrastructrure in Blackburn and Warrington

CoverIn 2015, the RTPI commissioned Bilfinger GVA to carry out a study on the location of recent planning permissions for housing. Our aim was to provide new mapping and analysis to ensure that the debate around housing focuses not only on the quantity of permissions granted, but also on the sustainability of their locations.

As part of this study, we have produced a series of maps which show the location and scale of recent planning permissions in and around Blackburn and Warrington. These maps allow us to examine the location of permissions in relation to major employment clusters and railway stations, to help consider whether new housing is in what we might broadly consider to be ‘sustainable locations'.

We are now inviting our members from the North West to a roundtable discussion, where you can discuss our findings with colleagues from the RTPI and Bilfinger GVA, and offer your local perspective on the patterns of development in and around these towns

The roundtable will also seek your views on how this study could be repeated in the future. As the government amends planning policy to encourage housing growth, we think it is important to monitor the changing location of new development over time. This would provide much-needed information on whether, for example, the aggregate distance between housing and employment is growing or shrinking.  


Places at the roundtable will be prioritised to those with experience of strategic planning in the North West of England, and in the local authorities surrounding Blackburn and Warrington. To request a place, please email with your RTPI memership number.
