Mr Singh is the Secretary General of the Institute for Spatial Planning and Environment Research (ISPER) and formerly Chief Planner of Haryana Province.

Mr Singh’s presentation will give a comprehensive overview of the planning of a polycentric mega-city within the context of the development of the whole south Asian sub-continent.
