The Planning Leaders' Award

At the beginning of 2012, RTPI President Colin Haylock, launched an award to celebrate Planning leaders. We wanted to find those people who are leading planning teams, organisations and research, helping to develop and take the profession forward. We found outstanding leaders throughout the planning world from Belfast to Brighton and these individuals show the breadth of issues and topics that planning is involved with. From leaders of national planning consultancies, to academics leading research and education to leaders in community engagement and public service - the winners reflect the diversity of the profession and celebrate the achievements of leadership.

Cymru

  • Rhian Kyte - Team Leader, Caerphilly CBC

Rhian lead her strategic planning team to deliver a sound Local Development Plan for Caerphilly County Borough, the first Unitary Authority in Wales to achieve this.

North East

  • Chris Anderson - Community Planner, Plangle

Chris has led a number of community engagement initiatives in the North East. Helping to develop Neighbourhood Plans Chris puts people and engaging them imaginatively at the heart of his planning work 

North West

  • Stephen Gleave - Managing Director, IBI Taylor Young

Stephen directs masterplanning, development and urban design and his leadership and tenacity has helped sustain IBI Taylor Young through very challenging times.

Northern Ireland

Northern Ireland awarded a joint award.

  • Mary Macintryre - Director of Strategic Planning, Department of the Environment

Mary’s decisive, open and honest leadership style has gained the respect and commitment of many stakeholders from private investors, statutory authorities to the business and community representatives, political leaders and her colleagues.

  • Malachy McEldowney - Professor, Queens University (retired)

Malachy has encouraged new students starting their careers and has helped lead education within the profession in its evolution from land use planning to spatial planning. 

South East

  • Samer Bagaeen - Principal Lecturer, University of Brighton

Samer was recognised for his leadership within the University of Brighton Planning School, securing RTPI and RICS accreditation.

South West

  • Jacqueline Houslander - Urban Planning Co-ordinator, Plymouth City Council

Jac led regeneration and design teams and helped pioneer a new method of working with developers as part of an embedded procurement team. This new way of working helped secure a successful planning application and an innovative section 106 agreement.

West Midlands

  • Alister Scott - Professor, Birmingham City University

Alister led a multi-disciplinary research group on managing change at the rural-urban fringe.

How were the winners chosen?

RTPI Members were asked to nominate candidates in each RTPI Region and Nation. Nomination forms were submitted which set out the candidates achievements and eligibility for the award. The nominations were then reviewed by a judging panel made up of Genearl Assembly and Regions and Nations Panel members. The judges were chosen to ensure that they did not personally know the award candidates.
