Summary

Brighton and Hove City Council's Planning Enforcement Team has taken the initiative to ensure site waste management plans (SWMP) are properly prepared and implemented. The plan is designed to ensure that all development sites produce a SWMP and that they are implemented.

A programme of inspections was established, backed up by a programme of education aimed at demonstrating the benefits and savings that could be achieved through the plans. It is clear that the confidence of the industry has been gained, as the objectives of the Council have been secured without the need to serve a single fixed penalty notice. This has been helped by savings of one percent in construction costs.
