Judges' Special Award, 2011
Summary
The creation of the Olympic Park in East London is the biggest regeneration project in the UK and will result in the creation of a new city neighbourhood of international significance.
This has presented a unique opportunity to develop a masterplan based upon established strategic planning and regeneration objectives, take it through the rigorous scrutiny and adaptation of the planning decision process and then see it fully and comprehensively implemented in an unprecedented timescale.
Embedded in this has been the dual objective of creating a park that meets the requirements of staging the world’s biggest event whilst also creating the platform for a sustainable lasting legacy.
The planning application, one of the largest ever made in the UK and approved in September 2007, has been the primary tool used by the ODA to manage and control the £7.3bn construction of the Olympic Park in four years - on programme and within budget. The permission and related S106 agreement was structured deliberately to reflect each phase of development and key planning themes, including inclusive access, sustainability and design excellence.
The masterplan and planning permission have stood the test of time, accommodating necessary changes and design evolution to create an exceptional place.
