London Borough of Haringey is the Local Planning Authority for Haringey. Located in North London, the Borough has a population of Circa 250,000 and encompasses the Metropolitan Centre of Wood Green, and Local centres at Muswell Hill, Highgate and Crouch End in the West and Tottenham and the Lee Valley Regional park in the East.
The borough processes circa 3500 planning and related applications a year for a wide range of developments - covering nationally significant heritage sites, regionally significant regeneration projects and international sports venues. Following a comprehensive improvement programme, Haringey's planning service ranks as top quartile for speed, quality and cost for majors and is implementing a LEAN process pilot for other applications that is expected to dramatically reduce processing time and cost for minor and other applications. In 2015/16 the service had a total operating budget of £4.2m and employs over 40 staff across two teams. These sit together with a successful building control service within the Planning Directorate.
The Policy and Transport service also has a team preparing 6 Local Plan DPD's and a transport strategy alongside supporting two neighbourhood plans and conservation area management appraisals and reviews. This includes dedicated Area Action Plans for Wood Green and Tottenham supporting wider regeneration frameworks adopted or in development for the two strategic growth areas.
Training and Development highlights
- Comprehensive restructure of the planningsService to provide seamless development pathways from unqualified planning assistant through to specialist (principal) planner and team leader.
- Internal and external recruitment and secondment opportunities created – including facilitating career changers to join planning from within the Council and the internal promotion of existing staff.
- Launch of a new Corporate Learning and Development programme (the Haringey Academy) to review the entire organisational appraisal and development process, together with a programme cementing new corporate workforce values: "Professional, Ambitious, Accountable, Human." With tailored senior and middle manager training programmes.
- Directorate wide skills and ambition review – looking at all existing staffs aspirations and learning interests across the work and job roles within the Planning, Development and regeneration Directorate.
