An event offered jointly with the RTPI Regeneration Network.
Towcester is an historically important market town and the Moat Lane site is situated within the town centre conservation area and includes multiple listed buildings, historic burgage plots, a scheduled ancient monument and Grade II* registered watermeadows. The masterplan and subsequent developments have needed to be sensitive to these issues whilst ensuring the long term economic sustainability of the town centre. Part of the strategy for achieving this was adopting a ‘retain and refurbish’ ethos for the masterplan.
In order to deliver the scheme the public partners have had to ‘de-risk’ the site to attract a private sector partner. ‘De-risking’ has included developing planning policy to support the scheme, securing outline planning consent, undertaking a CPO, acquiring land by private treaty, securing funding and delivering early landscape, heritage and public realm projects.- Speakers & Topics
The introduction and tour of the Moat Lane area will be led by 'Urban Delivery', a property and regeneration consultancy based in London. Alongside a range of specialist consultants they have been working on the scheme for over five years, providing advice on the initial feasibility studies and planning strategy right through to the recently confirmed CPO, all with a view to de-risking the project in order to attract a private sector partner.
